Walter Frazier wears his right arm in a sling after an operation for his thumb, his third operation for problems with his hands. Until September, Frazier, who has worked in chicken plants for nearly 20 years, had been a live hanger at the Allen plant in Harbeson, Del. Frazier, a shop steward, was attending a meeting of Local 27 of the United Food and Commercial Workers Union.
